Ukrainian President Volodymyr Zelensky States Absence of Definitive Security Pledge from Allies
President Zelensky has stated that Ukraine's partners in Europe have not given him solid assurances that they will protect his country in the case of a fresh offensive by Russia.
"I continue to pose this critical question to all our partners and I have not received a clear, unambiguous answer yet," he told reporters on midweek.
These remarks follow a day after the UK and France signed a statement of purpose on deploying troops in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is reached.
However, full security guarantees have not been agreed. The US, which has been spearheading initiatives to end the invasion, reportedly did not sign such a commitment at discussions held in the French capital on Tuesday.
Outcomes from the Paris Discussions
Following the negotiations in Paris, which included some three dozen nations that comprise the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the two nations would "establish military hubs across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated thousands of troops may be sent.
Partner nations suggested that the United States would assume a leading role in monitoring a truce. But the central sticking point of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are continuing to be negotiated.
Moscow has not yet commented on the announcement made in the French capital.
President Putin initiated a full-scale invasion of Ukraine in the early months of 2022, and Russian forces currently controls about 20% of Ukraine's land.
Zelensky's Shifting Tone
The UK Prime Minister characterized the joint statement as "an essential component of our commitment to support Ukraine for the long-term".
He continued: "It establishes the pathway for the legal framework under which allied military personnel could function on Ukraine's territory, protecting Ukrainian airspace and waters, and regenerating Ukraine's military for the years to come."
The Ukrainian leader praised that accord as a "huge step forward".
Twenty-four hours afterward, however, he seemed more cautious.
"I perceive the determination, the political resolve, and that the allies are prepared, and the partners are ready to give us robust economic measures, strong security guarantees," he said when asked if European countries would defend Ukraine.
"But as long as we lack such binding security pacts - formally ratified, endorsed by legislatures, backed by the U.S. Congress - this crucial issue cannot be answered. And even if they do, you still have to rely first and foremost on your own strength."
Persistent Challenges and Fighting
Negotiations in Paris were also notable due to the presence of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.
Witkoff said the participating countries "largely finished" their work on agreeing security protocols.
Recently, the President indicated a settlement was "ninety percent complete".
Questions of land and security guarantees have been at the forefront of outstanding matters for negotiators.
The Russian leader has consistently stated that Ukrainian troops must withdraw from the entirety of the Donbas region or Moscow will take control, rejecting any compromise over how to conclude hostilities.
The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could withdraw its troops to an agreed point - but provided that Russia did the same.
Russian forces currently controls about 75% of the Donetsk region, and some nearly all of the neighbouring Luhansk. The two regions constitute the Donbas industrial heartland.
Attacks have been escalating against cities in Ukraine - with a focus on energy infrastructure. Russia has also made slow progress in capturing more Ukrainian territory.
Ukrainian forces have retaliated at objectives inside Russia with drones, albeit with varying degrees of effectiveness.
