Europe experienced widespread relief on Monday, as the crisis triggered by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been defused. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: another massive barrage of rocket attacks on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of conflicting incidents captured the grim essence of the outgoing year. By day, diplomatic battles are fought: optimistic declarations are issued from different nations. Significant resources is devoted on containing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "resolution".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is capable of detecting missile launches from across the border, a capacity provided through current data. From witness perspectives, defense planes that had been dispatched to intercept incoming guided weapons roared overhead – sophisticated military planes delivered to Ukraine by Western partners.
Shortly after, Kyiv's missile defense activated: defensive missiles targeted at a hostile projectile. This was a advanced protection mechanism at work, presumably delivered by partner states. Every deployment creates sudden vibrations, shaking the windows. The moment of terror quickly becomes resigned acknowledgment: maybe the hostile projectile won't cause damage this time, preventing destruction from devastation and further power outages.
Continuous Dangers
Not long after, a large-caliber weapon engaged a drone somewhere nearby, part of a rapid response unit – almost certainly Western-made equipment. Regrettably, the shots failed to hit the opposing UAV – it maintained course toward its objective.
Periodically, this continued until dawn. Kyiv greeted the daybreak reports: several casualties, damage and infrastructure problems in multiple buildings as a result of the evening attack. As always, everyone still went about their day – enduring hostilities. But those full day demonstrated Ukraine's essential dependence on international aid – a need that regional partners are clearly incapable to substitute in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from US administration provoked deep reactions, controversy and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.
Every new approach from Washington follows the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually win the battle. This cycle will, undoubtedly, endure.
Strategic Calculations
It is convenient to criticize specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. American leadership operates on a principle familiar among experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The American government assumes that it is impossible to compel Moscow to abandon the territory that it currently occupies in Ukraine's occupied territories.
The problem is that while accepting these circumstances, US leadership does little to deter Moscow, through diplomacy or military means, from thinking that the current condition will not shift further in its advantage in the months ahead.
Divergent Views
Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their reason to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to stop fighting, but they will persist as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding people and territory but avoiding a complete military breakdown until circumstances change in its benefit.
Current Realities
Factually, there are no genuine requirements for a ceasefire. Now, personal considerations are entering the equation: personal goals to mediate resolution and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unacceptable, so that their focus does not switch to internal issues. And although their objective will now be much harder after recent developments, it remains very improbable that this will modify their basic position.
These two forces are guiding negotiations.
Summary and Prospects
It took a only one week to terminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on previous concepts are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and reflect certain reluctance to change the course of events, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, mainly require continued Western support.
